Update generator logic to correctly map tags from the spec to the Vector sink for both CloudWatch and S3.

Should be accomplished as a common template, e.g. 'Tags' that can be appended to either output:  

[sinks.output_my_cw.tags]
"test.log_duty" = "logging-admin"
"testing::=tags11" = "my-tags-1121"
