Support OCP 4.12 in Logging 5.5

    • Before the fix, the Logging 5.3 can not deployed on Openshift 4.12. With this fix, From logging 5.5.3, Logging can be deployed on the Openshift 4.12
    • Log Collection - Sprint 225, Log Collection - Sprint 226

    Description

      Following the rule X -2 +1 and fact that OpenShift Logging is released in lieu with 4.11, we have to support 4.12.

      We have to bump up to 4.12

      1) Update Bundle image LABEL:
      com.redhat.openshift.versions=v4.9-v4.12

      2) update CSV：
       olm.maxOpenShiftVersion=v4.12
