Operators missing disconnected annotation

Add annotation to operator to support disconnected environments

(2) Disconnected Annotation: (low effort)
The operator is defined as configurable to work as disconnected in https://access.redhat.com/articles/4740011. Ensure that your bundles will be using the annotation operators.openshift.io/infrastructure-features: '["Disconnected"]'

This should be backported to all 5.x releases
