Create rollover/delete policies for json indices

When ES is json processing we need to ensure that the indices can be rolled over correctly

Acceptance Criteria:

• Ensure that there is logic in place to rollover json indices (at same cadence of App logs)
• Ensure that there is logic in place to delete json indices (at same cadence of App logs)
