Support Binary content in ResourceContent API

    Description

      The method ResourceContentService.get should support binary content.

      The ResourceContent, object returned by get, should encode the binary content in base64 format. ResourceContentService.get users should be aware that binary content will not be returned in plain text, but in base64 format.
