This Epic will track the changes and minor tasks needed to enable the "Operator's level 2 capability, Seamless Upgrades [1].

To enable the seamless upgrade we need to:

• map all dependent images that needs to be replaced when operator is upgrade.
• define the channel strategy that will be receiving updates.
• how builds of operands will be handled.
