Create/change a workflow to check that the dev-webapps work properly

Some packages on the `kie-tools` monorepo have "dev-webapps" that are used during development to interact and test some components. These webapps are important to the productivity of the team, but are not often tested/executed.

If a component stays too long without new development, there's a pretty good chance that its dev-webapp will be broken if we don't test it regularly.

We should come up with a way to execute and check those dev webapps during our CI so that they're stable and reliable.
