[SWF Editor] Create Service Catalog APIs for Envelopes and Channels

Create the needed api's for the ServiceCatalog and a implementation based on the FileSystem on the vscode extension.

It should use a property on the extension to enable configuring the storage folder (to start it should be on the same level as the edited file)
