Hoist `dashbuilder-js` packages

    Description

      Having a Lerna building inside the top-level Lerna build is not ideal, and makes it hard to reuse the components inside `dashbuilder-js`. Therefore, we need to hoist them to the top-level, making the Maven package `dashbuilder` depend on these individual packages if necessary.
