Avoid transaction management with kafka when we move to an event based Jobs Service (Kogito Runtimes side)

At the moment that we add the ability of managing/interacting with the Jobs Service (from the kogito runtime) by using an event based API, we fall into the same category of problems that were found for example with the HumanTasks.

So here, he need also to apply the same Debezium based mechanism to avoid transaction management with kafka.
