Jobs Service Hardening/Performance tests using postgresql

As discussed, for the current REST based Jobs Service implementation we don't have Hardening/Performance oriented test. But this is something we need, and that we should ideally have as part of the evens driven API we want to introduce for the Jobs Service.

This task involves a joint effort with the QE team.
