Nightly pipelines: Setup `per project` notification streams in Zulip

For now, the nightly pipelines are notifying per pipeline about errors/failures in Zulip streams.

The idea here would be to have notification stream based on the Kogito project.

Examples:

• [1.5.x] Kogito Runtimes

This means that notification is sent by each deploy/promote job instead of globally.
