[Scesim editor] If user opens malformed scesim - then show warning and open editor with raw scesim content

Currently if scesim file contains some xml non closed tag like Traffic.scesim then it shows a warning and empty editor.

The idea of this task to open automatically scesim xml content in the editor like it is implemented in dmn editor.
