Dragging custom DMN types works works incorrectly when list of types is scrolled

      1. In VS code create new DMN diagram
      2. Add enough new custom data types - so user need to scroll to see last one
      3. Scroll down to the last
      4. Try to drag it above

      Current: dragged type will be put to wrong position
      Expected: dragged type will be put to correct position

    Description

      The short attached video demonstrates the issue. When list of custom data types is long and user scroll down before actual drag operation, then the entry is put into wrong location.
