Setup default env configuration for pipeline

Currently, if tests are ran with default configuratin, the operator will try to use the build (s2i, runtime) and services (data-index, jobs-service, management-console) image version to the same of the operator itself.
But it can be that the images are not existing yet.

We need to have a default configuration in operator repository for the tests to be able to run without extra configuration directly into the pipeline.

The pipeline would load this default config file and pass it to the tests.

This concerns those env variables:

• BUILD_IMAGE_VERSION
• SERVICES_IMAGE_VERSION
• EXAMPLES_REF

The pipeline should also add those variables as parameter of 'run-tests' commands
