Smoke tests: Factorize cli & cr features

cli and cr features are mostly doing the same thing. Sharing most of the steps for similar scenarios.

Idea here would be to set as scenario outline examples and condition 'CR' or 'CLI' for specific actions.
Example:
> CR deploy [...]
> CLI deploy [...]

Then we can tag those examples with @cli or @cr.
