Make the declarative-user-profile the default provider

Currently, the legacy-user-profile is set as the default provider. Once User Profile is fully supported we should remove the legacy provider and switch to the declarative-user-profile.

The declarative-user-profile was built to keep backward compatibility with the legacy behavior and it is necessary to make sure the test suite runs without any failure.
