Ability to set a global default theme and a custom welcome theme via environment variables on the RH-SSO Openshift image

      Description

      KEYCLOAK-8416 has added the support for configuring a welcome theme in keycloak docker image.

      KEYCLOAK-9715 has added the ability to set a global default theme via environment variable on using the keycloak container image.

      These seem to be have been both added via the two commits under here (https://github.com/keycloak/keycloak-containers/commits/master/server/tools/cli/theme.cli ).
      And also documented here in the Keycloak Docker image ( https://github.com/keycloak/keycloak-containers/blob/master/server/README.md – as under "Adding a custom theme").

      We need both of these enhancements to be also implemented and available in the productized/supported RH-SSO Openshift image for Red Hat customers use.
