We need to simplify new view installation in a cluster. Cluster view sequence should include:
coordinator mcasts a new view to all surviving members and waits for the acks from the surviving members
coordinator unicasts a new view to all joining members and waits for the acks from the joining members

View installation sequence is exactly the same for all stack configurations. If flush protocol is used view casting is going to be executed with flush.
