BPING: use UDP broadcasts for discovery

New protocol which uses broadcasting for discovery. This might be useful in cases where IP multicasting is desired, but not provided, e.g. on Android phones (as of 2.2). (Apparently no IGMP packets are generated when using IP multicasting on Android, this needs to be confirmed though...).
