JACCIdentityProvider hasRole implementation shouldn't return always false

VariableGuardProcessEventListener is using IdentityProvider hasRole to allow/restrict variable updates, based on the user role.

As JACCIdentityProvider hasRole implementation returns always false, this IdP won't work in the scenario of variable guard.
