Project deployment - always display popup with server destination

I would like to deploy a JBPM project to different servers. Therefore I am in the Workbench in the project and press the button "Deploy".

Desired behavior:

• There is always a popup where I can select the target server (=server configuration).

Current behavior:
1. in development mode the popup appears for the first time.
2. after the second time the popup no longer appears - instead it is always deployed to the first selected server.
3. the popup always appears in production mode.

I don't see any difference between the Deploy button and the Redeploy button.
