Allow usage of configuration entries in creation of MarshallingStrategie

While exploring the functionality available in deployment-descriptor it has sense to define configuration entries to configure any setting that must be reviewed between environments.

When we change from preproduction to production environment we only want to review configuration entries in our deployment-descriptors.

Nowadays, creation of MarshallingStrategies can't use configuration entries as they are not available when they are created.
