Centralize query code

Implementation, DTO and interface code that relates to query functionality is scattered around multiple repositories:

• kie-internal
• jbpm-audit
• jbpm-human-task-core
• various jbpm-console-ng modules

This jira is for work to centralize that code in one module.

The next step will be to make the query API as small as possible and to move from a string/concatenation based query implementation to a JPA Criteria API based implementation.
