Make the backwards compatibility tests activated by a build option

      Description

These three tests cannot run in Mead because they download additional files which interfere with the mead deployment process

      org.jboss.as.subsystem.test.MavenURLResourceTestCase
      org.jboss.as.txn.TransactionSubsystemTestCase
      org.jboss.as.web.test.WebSubsystemTestCase

Currently these tests are excluded (JBPAPP6-1198), but they should still run in the normal testsuite, just not in Mead.
It should be possible to activate/deactivate these tests with a command line option so that they can be skipped in Mead, but still run in Jenkins.
