Drop from Palette to page fails to open 'Insert Tag' wizard if namespace prefix is not default

EXECUTE Open an xhtml file with namespace declaration xmlns:h="http://java.sun.com/jsf/html".
EXECUTE Drop from Palette item JSF HTML/dataTable into editor.
ASSERT Wizard 'Insert Tag' is opened.

EXECUTE Change declaration to xmlns:h1="http://java.sun.com/jsf/html".
EXECUTE Drop from Palette item JSF HTML/dataTable into editor.
FAILURE Text from Palette item is inserted into editor without wizard 'Insert Tag' having been opened.
