NPE error when useing the web project that has web module 2.4 facet to create web service

    Description

      Create a dynamic web project using web module 2.4 facet, then use it to generate web service, you will get the NPE error:
      java.lang.NullPointerException
      at org.jboss.tools.ws.creation.core.commands.MergeWebXMLCommand.addServlet(MergeWebXMLCommand.java:136)
