Migrate PR from Travis to GH

Travis as moved from a free to minute-based plan and not offers any more flexibility.
recently, the Travis service suffered a massive leak [1]

We removed Travis app from our gihub account and the only left reference if the https://github.com/jbosstools/m2e-apt repo that uses it for PR check ( build are release under our jenins PSI )
please remove the travis PR check and use GH as repacement.
