Investigate and fix central timeouts

HI, since central build moved to new PSI, there is now timeouts during tests and if I do not change the value, it fails. previous builds on old infra also requires timeout settings to be changed.
I suspect a test that takes longer as usual. there is also one test falling since quite some times.
please investigate.
