CRC setup detection is broken and does not let adapter to start

      1. Download CRC 1.20 (or maybe even 1.19)
      2. Create CRC adapter
      3. Setup the crc using UI (contenxt menu) or from cli.
      4. Start CRC 
      5. Assert: CRC is starting and eventually started, if not configure beforehand, this ask for setup just once

      Actual result: Ask to setup over and over again, is not starting.

    Description

      CRC start operation still want to call setup properly, but it is already done. I try to purge ~/.crc, and I call start from UI, I got asked if I want to set it up which I confirm, setup output appears in terminal view and is performed correctly, but after that I got Problem Occured: The server cannot be started until CRC has been initialized.
