Implement Arquillian builder

Now, since JBIDE-14525 and JBIDE-16324 have been fixed, we can change the implementation of the Arquillian validator and use a builder instead of a compiler participant. The builder is incremental. Only changed tests and their dependencies are validated.
This way, the Arquillian validator won't be included into the Java builder.
