Incorrect NS url being pulled from WSDL when testing JAX-WS web services in WS Tester (spinoff of JBIDE-13527)

We started dealing with this issue in JBIDE-13527, but that JIRA became more about moving to using JBoss WISE for SOAP message generation. A secondary issue cropped up (https://issues.jboss.org/browse/JBIDE-13527?focusedCommentId=12753769&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-12753769) where the URL being pulled from the namespaces in the WSDL was incorrect. With new feedback from Alessio Soldano (https://issues.jboss.org/browse/JBIDE-13527?focusedCommentId=12779825&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-12779825) we believe we've determined the cause and a solution for this problem.
