[DOC RFE] Management and JMX notifications when ControlledProcessState changes

Provide ability to emit server lifecycle events, such as server started notification.
Provide ability to emit a number of other JMX notifications as events occur, i.e. as resources are added/removed and attribute values are changed via :write-attribute operations.

As a result users will be able to do custom registration of JMX listeners, since now we'll emit server started notifications.
