Log INFO message when a security manager is activated

    Description

      When the server is started with security manager enabled, a message with this information should be logged. IMO the INFO log-level is the best option here.

      dlloyd@redhat.com says in WFLY-403:
      When a security manager is activated (whether by admin or at boot), a log message should announce that a security manager is now in force.
