Steps to Reproduce:
1. Install/Run latest CR2 installer build in support locales.
2. Next to Configure Runtime - Quickstarts page.
Actual results:
[ja_JP] [Installer] Unlocalized 'Quickstarts' page and title name.
Expected results:
It should be localized
