(7.4.z) Adapt AccessConstraintUtilizationTestCase to function on an SE 17 server

AccessConstraintUtilizationTestCase checks for the presence of RBAC constraint definitions from the legacy security subsystem, but when running on SE 17 that subsystem cannot be present. So disable that assert when running on SE 17.
