(7.4.z) Disable the picketlink testsuite when tests are being run on SE 17

Picketlink will not work on SE 14+, so update the testsuite/picketlink pom to not do anything on those versions.

This is optional because tests runs can just set -Dts.noPicketLink to achieve the same effect.
