Wrong chapter numbering in configuration guide

This affects docs-bulk-105. This is a regression against docs-bulk-104, so the priority of this jira is a blocker.

Originally, "Using an External Web Server as a Proxy Server" chapter was tracked as 24.5. chapter.

But docs-bulk-105 changes this to 24.4.4. without any clear reason.

Based on git, leveloffset should be 2, not 3:

Same is valid for "Eclipse MicroProfile" chapter. Originally, the chapter was tracked as "25". But docs-bulk-105 changes this to "24.4.10".
