Bouncy Castle works with both Java 8 and 11, not just Java 8

Section A.2 in our documentation [1] states that only Java 8 is supported with the Bouncy Castle FIPS-certified JCA provider. The bouncy castle jar works with both Java 8 and 11, though the configuration for Java 11 is slightly different.
