Steps to Reproduce:
1. proceed to Maven Repository Setup panel
2. switch radio input of Choose location of the Maven repository
3. use the predefined input and click next

Description

There is a regression when URL (file://; http:// ..) is used as input for Maven Repository location on Maven Repository Setup panel, installer tries to download it, IOW download dialog is displayed. When local system path is used, download dialog is not displayed.

This is most likely side effect of ~~JBEAP-9567~~.
