Initialize-in-order in application.xml not honored

The initialize-in-order element in application.xml does not seem to be honored by JBoss AS 6. In an ear application with an EJB and WEB module, reversing the order in which those two modules are listed in application.xml with initialize-in-order set to true does not seem to have any effect.
