ServiceRefResourceProvider should not throw an exception when a service-ref has multiple injection targets

If a service-ref has multiple injection targets, the ServiceRefResourceProvider throws a UnsupportedOperationException. This is incorrect since it's perfectly valid (as per spec) to have multiple injection targets for a single resource reference
