CacheNotifier shouldn't need to check commit type

Currently the CacheNotifier checks what the commit type is. But this can change between when it is notified. This is mentioned at https://github.com/infinispan/infinispan/pull/5997#discussion_r192043274, maybe we should just remove this check altogether.
