Simple tutorials needs a CONTRIBUTING.md file

I had initially created the issue at https://github.com/jboss-developer/jboss-jdg-quickstarts/issues/68. The quickstarts are missing a contributing guide, and are currently linkings to a non-existent file. These should be fixed as well to make relative links to the new contributing guide.
