Allow JCache TCK to be run exclusively with the main jar

For TCK certification, we need the main production infinispan-jcache jar to include everything needed to run the TCK. This includes org.infinispan.jcache.test.tck.TckMbeanServerBuilder which currently is only available in the TCK runner project.
