Split ProtobufMetadataManager into separate interface and implementation to ease creation of MBean proxies

By extracting a ProtobufMetadataManagerMBean interface from ProtobufMetadataManager it will be easier to create proxies via javax.management.JMX.newMBeanProxy(..).
