HashConfigurationBuilder.create() ignores the consistent hash configured by the user.

Instead it always creates the HashConfiguration with a null consistent hash factory, which means one of DefaultConsistentHashFactory and TopologyAwareConsistentHashFactory is picked based on the transport properties.
