[Console] 'observer' role sees cache entry edit/delete actions which lead to error

Logging in with observer role which has ALL_READ and MONITOR permissions -> Going to the cache which is secured to that role, I can see actions near to each cache entry, i.e. Edit and Delete.

But when I am trying to Edit an entry, the UI shows error: 'Danger alert:Unexpected error updating an entry in cache indexed-cache. "Unauthorized action."' (see the screenshot).

The same happens when I am trying to delete entry, I am getting error popup: 'Unexpected error deleting the entry. "Unauthorized action."'

Maybe it worth to not show the actions to the user/role which is not allowed to make these actions?
