local maven build fails

When building 13.0.10.Final from source using maven I get the following error:

Plugin org.apache.maven.plugins:maven-compiler-plugin:3.8.0-jboss-2 or one of its dependencies could not be resolved: Failed to read artifact descriptor for org.apache.maven.plugins:maven-compiler-plugin:jar:3.8.0-jboss-2: Could not transfer artifact org.apache.maven.plugins:maven-compiler-plugin:pom:3.8.0-jboss-2 from/to jboss-public-repository-group (https://repository.jboss.org/nexus/content/groups/public-jboss): Failed to transfer file https://repository.jboss.org/nexus/content/groups/public-jboss/org/apache/maven/plugins/maven-compiler-plugin/3.8.0-jboss-2/maven-compiler-plugin-3.8.0-jboss-2.pom with status code 503

I'm using the maven-setting.xml file provided and cleared my entire .m2 cache but the problem remains.
