Refactor the CLI to based upon picocli

    Description

      The CLI is currently based upon the Aesh project, however this has a number of limitations. Most notably it's no longer actively developed and the latest release 2.6 does not allow Arm64 native compilation.

      Therefore, we should refactor the CLI to be based upon the CLI library picocli. This project has many contributors and allows Arm64 native compilation.
